Michael Kogan holds a Ph.D. in Epidemiology from Yale University. He is currently the Director, Office of Data and information Management for the Maternal and Child Health Bureau. In this position he is responsible for directing activities of the office with an emphasis on 1) maternal and child health research; 2) building the data capacity of federal, state and local areas in maternal and child health; and 3) building the maternal and child health epidemiology capacity in the United States.
Prior to this position, he worked as a Senior Epidemiologist at the National Center for Health Statistics, Centers for Disease Control and Prevention. He serves on the editorial boards of the Maternal and Child Health Journal and the American Journal of Public Health. His research interests include: the effect of prenatal and pediatric care services on maternal and child health, the effect of lack of health care coverage on access and continuity of care, multiple births and determinants of preterm birth.

Stephen R. Smith has served as senior advisor to Elizabeth M. Duke, Ph.D., Administrator of the U.S. Department of Health and Human Services' Health Resources and Services Administration (HRSA) since March 2001. As senior advisor to the administrator of HRSA, Mr. Smith assists in all aspects of agency management, including budget oversight, policy development, and program administration.
Prior to joining HRSA, Smith worked at the Administration for Children and Families (ACF) from 1980-2001, most recently as director of ACF's Office of Financial Services, managing grant operations, fiscal policy and budget operations. As director, he led the establishment of federal financial management policies and procedures for ACF's $16 billion Temporary Assistance for Needy Families program. Smith served in several other management roles at ACF, including director of the information technology planning staff (1991-1996), administrative officer (1988-1991), and director of the division of management analysis and planning (1986-1988).From 1973-1980, Smith worked at the Social Security Administration, where he was a claims representative and operations supervisor.
Smith earned a bachelor's degree in psychology from Catholic University.

During a career that spans three decades, Judith Gallagher has earned wide recognition for leadership in planning and implementing community maternal and child health policies and programs. Her accomplishments as a program administrator at the State, regional, and local levels are complemented by hands-on experience as a community health practitioner, educator, and chief executive officer of several not-for-profit organizations.
As Director of Maternal, Child, and Community Health at Health Systems Research, Inc. (HSR), Ms. Gallagher has applied her wealth of experience to providing technical assistance and training to State and local entities working to design comprehensive systems of care for mothers, infants, children, and families. Prior to joining HSR, Ms. Gallagher was the Title V/Maternal and Child Health Director for the Commonwealth of Pennsylvania, where she implemented a range of programs to improve the delivery of comprehensive services to children and families. In this role, she also facilitated a process of collaboration with a range of State agencies, private/voluntary organizations, and foundations that resulted in the implementation of several State-level systems initiatives, including the development of a statewide maternal and child health outreach system.
Ms. Gallagher holds graduate degrees from New York University and Columbia University.

Jared I. Fine, D.D.S., M.P.H., is the Dental Health Administrator for the Alameda County Health Care Services Agency Public Health Department serving 1.4 million residents. The primary focus of his 29 years of dental public work in Alameda County has been in the development of integrative programs and services that promote the health of children and families with a emphasis on increasing access to primary prevention and treatment services for children as well as integration of dental and other health care services. While he has emphasized school based/ school linked services for many years, he is currently serving a local project director for the Healthy Kids, Healthy Teeth Project a federally supported national demonstration program in Alameda County, designed to increase access to dental care for 0-5 year old Medicaid eligible children. Dr. Fine was an inaugural fellow in the USPHS Primary Care Policy Fellowship, has served as President of the Alameda County Dental Society, and as Chair of the Oral Health Section of the American Public Health Association. In addition to career in Alameda County, he has served as Chairman of Board of the California based Dental Health Foundation for eight years. In that capacity, he was a key architect of the first ever Oral Health Needs Assessment of California Children and chaired the Dental Health Foundation’s Children’s Dental Health Initiative.
