Michael Kogan holds a Ph.D. in Epidemiology from Yale University. He is currently
the Director, Office of Data and information Management for the Maternal
and Child Health Bureau. In this position he is responsible for directing
activities of the office with an emphasis on 1) maternal and child health
research; 2) building the data capacity of federal, state and local areas
in maternal and child health; and 3) building the maternal and child health
epidemiology capacity in the United States.
Prior to this position, he worked as a Senior Epidemiologist at the National
Center for Health Statistics, Centers for Disease Control and Prevention.
He serves on the editorial boards of the Maternal and Child Health Journal
and the American Journal of Public Health. His research interests include:
the effect of prenatal and pediatric care services on maternal and child
health, the effect of lack of health care coverage on access and continuity
of care, multiple births and determinants of preterm birth.

Deborah Linzer is a Senior Public Health Analyst in the Genetic Services
Branch, Division of Services for Children with Special Health Needs
in the Maternal and Child Health Bureau of HRSA. For the past 17 years,
she has held Federal positions that focus on policy development, health
system implementation to include integration of child health information
systems, and research administration at the State and local levels.
In addition, Ms. Linzer has considerable grassroots experience in HIV
prevention education and training.
Ms. Linzer holds a Masters degree
in Special Education and a Post-Graduate degree in Health Services
Administration from The George Washington University. She completed
a yearlong administrative residency at the Children's National Medical
Center in Washington, DC.

Sherry Spence is the Maternal and Child Health Data Systems Coordinator
in the Oregon Department of Human Services, Health Services, Office
of Family Health. She has worked in state government public health
agencies in Montana and Oregon for the past 12 years in
vital statistics, public health planning, and maternal and child health. Her
experience in the public and private sectors has been about equally
divided between
public health informatics, program management, and epidemiology. It includes
participation in and responsibility for integrated data systems development,
vital statistics and cancer registry program management, applied research, planning,
and epidemiology.
Ms. Spence received a Masters degree and completed qualifications, other than
the thesis, for a PhD in French Literature from the University of California
at Santa Barbara. Her knowledge of public health informatics, policy-making,
program management, and epidemiology comes from more than 25 years of post-graduate
training and experience in a variety of formal and informal settings.

Dr. David Ross directs the Public Health Informatics Institute and lectures
in medical and public health informatics at Emory University. Dr. Ross received
his doctoral degree in Operations Research from The Johns Hopkins University
and has worked in health services research, hospital administration, environmental
health research, and public health information systems. In 1983 he joined
the CDC where his career involved environmental health research, executive
administration, and public health practice. Dr. Ross was founding director
of the Information Network for Public Health Officials (INPHO), a CDC initiative
to improve the information infrastructure throughout public health. He joined
Kansas City-based Cerner Corporation in 1998 as an executive in clinical
information systems implementation and consulting. While working with Cerner,
Dave implemented technologies that support care by integrating all aspects
of care delivery to bring the power of complete information to the aid of
medical practitioners. In September, 2000, Dave became Director of All Kids
Count, a national technical resource center supporting the integration of
child health programs. In September 2002, Dave established the Public Health
Informatics Institute, through the generous support of the Robert Wood Johnson
Foundation. These programs target opportunities to transform public health
information infrastructure.
