    Michael Kogan holds a Ph.D. in Epidemiology from Yale University. He is currently the Director, Office of Data and information Management for the Maternal and Child Health Bureau. In this position he is responsible for directing activities of the office with an emphasis on 1) maternal and child health research; 2) building the data capacity of federal, state and local areas in maternal and child health; and 3) building the maternal and child health epidemiology capacity in the United States.

    Prior to this position, he worked as a Senior Epidemiologist at the National Center for Health Statistics, Centers for Disease Control and Prevention. He serves on the editorial boards of the Maternal and Child Health Journal and the American Journal of Public Health. His research interests include: the effect of prenatal and pediatric care services on maternal and child health, the effect of lack of health care coverage on access and continuity of care, multiple births and determinants of preterm birth.

    Burton L. Edelstein, a pediatric dentist, is Professor of Dentistry and Health Policy at Columbia University and Board Chair of the Children’s Dental Health Project, a DC-based nonprofit that advances policies to improve children’s oral health. Dr. Edelstein practiced pediatric dentistry in Connecticut and taught part-time at the Harvard School of Dental Medicine for 21 years before committing to full time health policy practice. As a 1996–1997 Robert Wood Johnson Health Policy Fellow, he was health aide to U.S. Senate Leader Tom Daschle (D-SD) during development of the State Child Health Insurance Program. Edelstein was consultant to the U.S. Department of Health and Human Services on its oral health initiatives from 1998 to 2001, chaired the U.S. Surgeon General’s Workshop on Children and Oral Health, and authored the child section of the US Surgeon General’s Report “Oral Health in America.” He is a graduate of Harpur College, the State University of New York’s Buffalo School of Dentistry, Harvard School of Public Health, and the Boston Children’s Hospital pediatric dentistry residency program.

    Jayanth V. Kumar is Director of Oral Health Surveillance & Research, Bureau of Dental Health, New York State Department of Health and Associate Professor at the School of Public Health, University at Albany. He also directs the New York State Dental Public Health Residency Program. Dr. Kumar is a board certified specialist in dental public health and a former director and president of the American Board of Dental Public Health. He has served as a consultant to many national organizations including the Centers for Disease Control & Prevention (CDC), the National Institute of Dental & Craniofacial Research, the National Institutes of Health, the American Dental Association, and the National Research Council. Currently, he serves on the executive council of the American Association of Public Health Dentistry. Dr. Kumar is project director for the CDC’s cooperative agreement to strengthen state’s infrastructure. He led the efforts in New York State to develop the recommendations for oral health care during pregnancy and early childhood.

  • Mark Siegal has been Chief of the Bureau of Oral Health Services for the Ohio Department of Health for the past 21 years of his 33-year tenure in dental public health. He is a Diplomate of the American Board of Dental Public Health. He has directed several projects of national significance, including development of the Seven-Step Model for Assessing Oral Health Needs and the Basic Screening Surveys Model for Conducting Oral Health Surveys. Dr. Siegal received his DDS from the University of Maryland, his MPH from Harvard University, and a certificate in pediatric dentistry from Boston Children’s Hospital.
