Dr. Stephen Blumberg is a senior scientist at the National Center for Health Statistics, Centers for Disease Control and Prevention. He is the lead statistician for the State and Local Area Integrated Telephone Survey. This random-digit-dial survey mechanism regularly fields some of the world’s largest telephone surveys on children’s health, health care, and well-being, including the National Survey of Children with Special Health Care Needs and the National Survey of Children’s Health. His research on survey strategies to identify vulnerable populations (such as children with special health care needs) has been published in journals ranging from the American Journal of Public Health to Ambulatory Pediatrics and the Maternal and Child Health Journal. Since 2003, Dr. Blumberg has also written and spoken extensively about the prevalence of wireless-only households and the impact of cell phones on coverage bias for telephone surveys. His honors include the 2008 Young Professional Achievement award from the Coalition for Excellence in Maternal and Child Health Epidemiology, the 2009 Warren J. Mitofsky Innovators Award from the American Association for Public Opinion Research (AAPOR), and election to the AAPOR Executive Council.

Dr. Michael Kogan is currently the Director, Office of Data and Program Development for the Maternal and Child Health Bureau (MCHB). In this position, he is responsible for directing activities of the office with an emphasis on (1) building the data capacity of Federal, State, and local areas in maternal and child health (MCH); (2) strengthening the present and future workforce skill levels in MCH epidemiology; (3) disseminating information and strengthening the evidence base in MCH; and (4) coordinating MCHB’s work on program accountability, evaluation, and policy analysis. He also serves as the co-Project Director for the National Survey of Children’s Health and the National Survey of Children with Special Health Care Needs.

He serves on the editorial board of the Maternal and Child Health Journal and has served in that capacity for the American Journal of Public Health. He has served as a special editor for Pediatrics and the Maternal and Child Health Journal. He has also held adjunct academic appointments at the University of Alabama at Birmingham and Harvard University, and is a regular lecturer at Georgetown University. He has published more than 100 articles and book chapters on numerous topics in pediatric and perinatal epidemiology. He received the 2003 Advancing Knowledge award from the Coalition for Excellence in MCH Epidemiology. He received his doctorate in epidemiology from Yale University.

Dr. Christina Bethell is Associate Professor at the Oregon Health and Science University (OHSU) and the founding Director of The Child and Adolescent Health Measurement Initiative (CAHMI). The CAHMI is a national initiative established in 1998 with the mission to advance a high-quality, patient- and consumer-centered health care system for children, youth, and families. Dr. Bethell serves as principle investigator for the collaborative development, validation, and implementation of the Promoting Healthy Development Survey, the Young Adult Health Care Survey, the Children with Special Health Care Needs Screener, and other child health and health care quality measurement tools.

Currently, Dr. Bethell’s work is focused on developing, disseminating and supporting the widespread use of health and health care services information through the Federal Maternal and Child Health Bureau-sponsored National Data Resource Center on Child and Adolescent Health as well as on projects to advance health and health services performance measurement and improvement in the area of preventive and developmental services and care for children with chronic conditions in pediatric offices and health plans. She also leads other projects on the quality measurement and consumer engagement in assessing and improving health care. Prior to OHSU, Christina served as Senior Vice President at the Foundation for Accountability, where she led the development of numerous adult and child health care quality measures and the nationally adopted Consumer Information Framework. Dr. Bethell earned her B.A. in psychology from the University of California, Los Angeles. She has an M.P.H. and an M.B.A. from the University of California, Berkeley and has earned a Ph.D. in health services and policy research from the University of Chicago.
